Zoox Recalls Robotaxi Software After Vehicle Struggled in Heavy Smoke Emergency Scene: NHTSA Warning Exposes Flaws in Safety Standards

Amazon-owned Zoox has issued a software recall for its robotaxis after one of its vehicles failed to properly navigate a smoke-filled emergency fire scene in June. The company shipped a software update to its fleet of 105 vehicles, enhancing the ability to detect and respond to heavy smoke in certain situations. NHTSA Administrator Jonathan Morrison issued a warning to self-driving car companies to stop interfering with first responders, calling the inability to detect emergency scenes a 'functional insufficiency.' Zoox's recall came just one day before Morrison's letter. The company reported that this was the only incident of its kind and conducted multiple conversations with NHTSA about the issue. Earlier this year, Zoox had voluntarily recalled its software to address hard braking issues investigated by NHTSA since 2024. Additional recalls were issued in May 2025 after a collision with a passenger car and an incident where a Zoox vehicle was struck by an e-scooter rider. Zoox is expanding its testing to new cities, offering free rides in Las Vegas and San Francisco ahead of a planned commercial launch. The launch depends on NHTSA granting an exemption from certain Federal Motor Vehicle Safety Standards due to the lack of a steering wheel and pedals. NHTSA has also proposed removing the brake pedal requirement for fully autonomous vehicles.

The recall highlights the critical need for stricter safety standards as autonomous vehicle technology evolves. Zoox's decision to recall its software directly reflects the regulatory push for improved emergency response capabilities in self-driving cars, signaling a broader industry shift toward enhanced safety protocols.
