FIBA's Revolutionary Rule Changes: Technical Fouls and Instant Replay System Redesign

FIBA has announced sweeping rule changes in basketball, set to take effect on October 1, 2026. The updates include categorizing technical fouls into two distinct levels, while expanding the Instant Replay System (IRS) for video review of goaltending and basket interference. Notably, the IRS will now review whether a defensive team's foul occurred during the final 2 minutes of the fourth period and all overtime periods when the ball is being inbounded. Additionally, the definition of 'shot motion' has been revised to prevent players from unfairly committing fouls, while the 'non-sporting foul' concept has been replaced with 'blocking foul' and 'serious foul.' These changes aim to ensure fairer penalties and reduce automatic discipline for players. FIBA has also removed the requirement for players' socks to be visible, while allowing more flexibility in line colors and court markings to meet modern marketing needs. National federations will receive online seminars in August, with the updated rulebook published in September.

These rule changes are poised to reshape basketball's strategic dynamics and could impact professional league performances. Expectations are high for greater player control and clearer officiating decisions.
